 Notice Inviting Bids:

Temporary Emergency Housing Project on Arbor Avenue, Site Improvements Construction Package 2 - CIP 71112 

1.         Bid Acceptance and Opening.  The City of Tracy (“City”) will accept sealed bids for its CIP 71112, Temporary Emergency Housing Project on Arbor Avenue, Site Improvements Construction Package 2 (“Project”), by or before July 20, 2022, at 2:00 pm., at the City Clerk’s Office, 2nd Floor, 333 Civic Center Plaza, Tracy, California, 95376. Bids will be publicly opened immediately thereafter. 

 2.        Location and Description.  The Project is located at 370 Arbor Avenue, Tracy, CA. Work will include but is not limited to: SWPPP management, installation and maintenance of BMPs, coordination with vendors for installation of City provided premanufactured structures, structure foundations, erection of a Sprung high tension membrane structure, interior build out of Sprung structure, furnishing and installing a 20’x60’ pre-manufactured structure, plumbing, electrical & HVAC systems, sewer lift station, 8 foot security fencing and gates, shade structures, outdoor furnishings, sidewalks, curbs, gutters, permeable pavers, asphalt pavement, bioretention basins, drainage systems, landscaping and all other required work.  

3.         Time for Completion.  The planned timeframe for work is between July 2022 and December 2022.  Contract time to be one hundred eighty (180) calendar days. 

4.         License. This Project requires a valid California contractor’s license for the following classification(s): Class B, General Building Contractor’s License. 

5.         DIR Registration.  Contractor must submit proof of DIR Registration with Bid Proposal. See Instructions to Bidders. 

6.         Contract Documents. Bids are required for the entire project work and shall be made upon the Bid Forms in accordance with the Instructions to Bidders.

7.         Prevailing Wage Requirements. This Project is subject to the prevailing wage requirements, available at City Engineer’s office or online at http://www.dir.ca.gov/DLSR, applicable to the locality in which the Work is to be performed. 

            As this project involves federal funds, Davis Bacon requirements will be enforced.  Federal minimum wage rates, as predetermined by the U.S. Department of Labor, have been attached to this bid document. If there is a difference between the federal minimum wage rates predetermined by the U.S. Department of Labor and the Prevailing Wage Rates determined by the Director of the Department of Industrial Relations of the State of California for similar classifications of labor, the Contractor and his subcontractors shall pay no less than the higher wage rate. 

8.         Bonds.  The successful bidder will be required to provide performance and payment bonds, each for 100% of the maximum Contract Price, and a warranty bond for 10% of the maximum Contract Price. 

9.         Substitution of Securities.  Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code section 22300. 

10.      Subcontractor List. A completed Subcontractor List form must be submitted with the Bid Proposal in accordance with the Instructions to Bidders. 

11.      Federal Forms.  All required forms for federal compliance and DBE Good Faith efforts must be submitted in the sealed Bid Proposal. See the compliance pamphlet included in the specifications for a complete list of requirements. 

12.         Pre-Bid Informational Meeting. An online informational meeting will be held Tuesday, June 21, 2022, at 1:00 p.m. to provide bidders with an overview of the scope of work and information about City and Contractor provided premanufactured equipment and structures. The meeting is posted on the City of Tracy Calendar at cityoftracy.org and the link to the online meeting is included in the calendar event.
