The Finance Department ensures the fiscal foundation necessary to deliver community services. The Department is responsible for City budget preparation and compliance, accounting and financial reporting, debt issuance and management, accounts payable, City employee payroll preparation, utility billing, business licensing, accounts receivable, cashiering and sales. The Finance Department also includes the elected office of City Treasurer who oversees the investment of City funds.

City of Tracy resumed late fees and disconnection practices in June 2022

In June 2022, City of Tracy reactivated late fees and disconnection notices for non-payment.  If you are behind on your monthly payments, we encourage you to contact customer service by calling 209-831-6800 or emailing customerservice@cityoftracy.org to create a payment plan that can help you back on track.

Payment Plans, Financial Assistance Programs and Community Resources Available to Help Customers Manage Utility Bills

City of Tracy is here to help.  If you are currently experiencing a hardship, we encourage you to contact City of Tracy’s Finance Department to assist you in managing your utility bill.  Aside from payment arrangements there are many programs and services that can help.

LIRA – The City of Tracy offers a low-income rate assistance (LIRA) program for water, sewer and garbage service.  The LIRA program waives the minimum monthly meter charge of $18.50, discounts the monthly sewer fee by $2.55, and discounts basic monthly garbage fee by $5.00.  You will still be responsible for water used (consumption as metered) and the monthly storm drain fee.  Please see the LIRA application for qualification requirements.
