The U.S. Department of Housing and Urban Development (HUD) requires all recipients of federal funding to provide homeless services. The Continuums of Care (CoC) across the country report the findings of their local Point-in-Time (PIT) count of unhoused individuals in their annual funding application to HUD. Currently, the San Joaquin County CoC receives annual federal funding and as such is required to report their findings.

The San Joaquin County Point-In-time count is a county-wide effort with the aide and in partnership with local jurisdictions, community groups, and residents. Every two years communities across the country conduct comprehensive counts of the local homeless populations in order to measure the prevalence of homelessness in each local continuum of care.

The San Joaquin Continuum of Care contracted with Applied Survey Research (ASR) to conduct the 2024 San Joaquin County Point-in-Time Count. ASR is a social research firm dedicated to helping people build better communities by collecting meaningful data, facilitating information-based planning and developing custom strategies. 

The 2024 San Joaquin County Point-in-Time Count was a community-wide effort conducted on January 29, 2024. In the weeks following the street count, a survey was administered to 624 unsheltered and sheltered individuals experiencing homelessness in order to profile their experiences and characteristics.

The 2024 San Joaquin Continuum of Care Point in Time Count Local Report resulted in a net 200 unhoused individuals being identified in the City of Tracy, 98 of whom are currently receiving shelter, and 102 who remain unsheltered.
