384 Arbor Road Main Power Supply Project

1. Bid Acceptance and Opening. The City of Tracy (“City”), will accept sealed bids for its 384 ARBOR ROAD MAIN POWER SUPPLY PROJECT (“Project”), CIP 71112, by or before Thursday, May 25, 2023, at 2:00 p.m., at the City Clerk’s Office, 2nd Floor, 333 Civic Center Plaza, Tracy, California, 95376. Bids will be publicly opened immediately thereafter.
2. Location and Description. The Project is located at 384 Arbor Rd, Tracy, CA 95304. Work includes: Coordination with PG&E for installation of the transformer, furnishing and installing a 1600 AMP switch distribution panel, furnishing and installing 600 AMP and 400 AMP exterior panel boards, furnishing and installing manual transfer switch, furnishing and installing underground conduits, furnishing and installing concrete pads & bollards, and other miscellaneous work as described in the contract plans & specifications.
3. Time for Completion. The planned timeframe for work is between August 2023 and May 2024. Contract time to be sixty (60) calendar days. Upon issuance of Notice to Proceed, contractor will provide all material and equipment submittals for review and approval. Equipment with long lead times require verification from the manufacturer that the order has been received and indicating anticipated delivery dates. Contract days will be suspended during material lead times.
4. License. This Project requires a valid California contractor’s license for the following classification(s): Class A General Engineering or Class C-10, Electrical
5. DIR Registration. Contractor must submit proof of DIR Registration with Bid Proposal.
6. Contract Documents. Bids are required for the entire project work and shall be made upon the Bid Forms in accordance with the Instructions to Bidders.

7. Prevailing Wage Requirements. This Project is subject to the prevailing wage requirements, available at City Engineer’s office or online at http://www.dir.ca.gov/DLSR, applicable to the locality in which the Work is to be performed.
As this project involves federal funds, Davis Bacon requirements will be enforced. Federal minimum wage rates, as predetermined by the U.S. Department of Labor, have been attached to this bid document. If there is a difference between the federal minimum wage rates predetermined by the U.S. Department of Labor and the Prevailing Wage Rates determined by the Director of the Department of Industrial Relations of the State of California for similar classifications of labor, the Contractor and his subcontractor shall pay no less than the higher wage rate.
8. Bonds. The successful bidder will be required to provide performance and payment bonds, each for 100% of the maximum Contract Price, and a warranty bond for 10% of the maximum Contract Price.
9. Substitution of Securities. Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code section 22300.
10. Subcontractor List. A completed Subcontractor List form must be submitted with the Bid Proposal in accordance with the Instructions to Bidders.
11. No Pre-bid meeting will be held.
