Tracy Recycled Water Transmission Mains and WWTP Pump Station Project

Bids will accepted by the City of Tracy, at the City Clerk’s Office, City Hall Second Floor, 333 Civic Center Plaza, Tracy, California 95376, until:

Tuesday, August 28, 2018 at 2:00 p.m.

The Project is more specifically defined in the Plans and Specifications, but generally includes the following work to be done:

Base Bid:

Tracy Recycled Water Transmission Pipelines from WWTP to the Intersection of Lammers Road and Grant Line Road.

Recycled Water Transmission Pipelines: The base bid includes approximately 1,168 linear feet of 30-inch diameter ductile iron pipeline from the proposed recycled water pump station within the wastewater treatment plant (WWTP) to the fence on the western side of the WWTP. From this point, the recycled water pipeline continues along Holly Drive and ends near the intersection of Lammers Road and Grant Line Road. This portion of the Project is more specifically defined in the Plans and Specifications, but generally includes the following work to be done: Installation of approximately 4,754 linear feet of 30-inch diameter recycled water pipeline, and approximately 17,434 linear feet of 24-inch diameter recycled water pipeline, across agricultural fields and unimproved land within City-owned property and in City and San Joaquin County roads. Approximately 8,104 linear feet of the pipeline will be concrete slurry encased. The project also includes: dewatering of pipe trenches; one (1) bore and jack pipe installation; pipeline appurtenances; cathodic protection; access manways; pavement grinding, overlay, and micro surfacing slurry seal. The Project includes a pipeline turnout, including a pressure reducing valve, backflow preventer, blow-offs, butterfly valves, sampling stations, flowmeter, and relocation of an existing 8-inch diameter potable water line.

Bid Alternate 1:

Tracy WWTP Recycled Water Pump Station: The Project is more specifically defined in the Plans and Specifications, but generally includes Recycled Water Pump Station located at Tracy WWTP adjacent to the existing post-aeration basin.This pump station consists of a 48-inch diameter suction head from the existing post aeration basin to the proposed pump station, and will ultimately include five 200 hp pumps, 24-inch diameter pump can for each pump, concrete slab, dewatering, valves, and other appurtenances including but not limited to slide gates, flow control valves and flowmeters, and other mechanical, electrical, instrumentation, cathodic protection and structural work associated with the pump station.

The Engineer’s estimate will not be released until the bids are publicly opened.

A Class A, General Engineering Contractor’s License is required for this work.

This project is subject to the requirements of Section 1770 et seq. of the California Labor Code requiring the payment of prevailing wages, the training of apprentices, and compliance with other applicable requirements. Contractors and all subcontractors who perform work on the project are required to comply with these requirements. Prevailing wage information for this project is available at the Agency’s main office or may be obtained via the internet at: www.dir.ca.gov.

This project is subject to the requirements of a Labor Compliance Program as required by the California Labor Code. This requires full compliance by all contractors and subcontractors on the project in accordance with the provisions of Labor Code Section 1720 et. seq. The Agency is required by law to review and audit the work performed on this project to ensure that proper prevailing wages and all apprenticeship requirements are met. Specifically, contractors have reminded of the need for compliance with Labor Code Section 1774 (the payment of prevailing wages and documentation of such), Section 1776 (the keeping and submission of accurate certified payrolls), Section 1777.5 in the employment of apprentices on public works projects and Section 1811-1813 regarding the payment of overtime on public works projects.

As a condition to receiving progress payments, final payment and payment of retention on any and all projects on which the payment of prevailing wages is required, the contractor agrees to present to the Agency or its designee, along with its request for payment, all applicable and necessary certified payrolls for the time period covering such payment request. The term “certified payroll” shall include all required documentation to comply with the mandated Labor Compliance Program, as well as any additional documentation requested by the Agency or its designee pursuant to Labor Code Section 1720 et. seq.

The Agency shall withhold any portion of a payment; including the entire payment amount until certified payroll forms and related documentation are properly submitted. In the event that certified payroll forms do not comply with the requirements of Labor Code Section 1720 et seq., the Agency may continue to hold sufficient funds to cover estimated wages and penalties under the contract.
Bids are required for the entire work as described herein, and shall be made upon the Bid Forms included in the attached Bid Documents in accordance with the Notice to Bidders.
