Construction Updates:
Tracy, Calif. – Tracy Grading and Paving (Contractor), the awarded construction contractor for the Bessie Avenue Reconstruction Project (Project), has advised that a portion of the project area must be temporarily closed to all traffic in order to reconstruct the roadway safely. The affected area is on Bessie Avenue between Lowell Avenue and Emerson Avenue, commencing at 7 AM on Tuesday, July 30th, until Friday, August 2nd, at 3 PM.
Please note that for the duration of the closure period affected residents between Lowell Avenue and Emerson Avenue, vehicle access and parking in the area will NOT be permitted. For this phase of the Project, the existing temporary driveways will be removed, and vehicle access to your home will not be feasible.
If residents foresee needing access to their vehicles during the closure period, please make the necessary arrangements to park off-site prior to the July 30th start date. The pedestrian walkways and sidewalks between Lowell Avenue and Emerson Avenue will remain accessible during the closure period so that residents can safely access their homes.
The Engineering Division encourages residential and commuting traffic traveling the area to anticipate loud noise, disruptions, and delays. Plan accordingly and give yourself extra time when traveling the area to avoid the delays that could be a direct impact as a direct result of the construction. The City of Tracy Engineering Division looks forward to the completion of another successful project that will benefit its residents.
We encourage everyone to plan for their trips and use alternate routes if at all possible and remember to be safe during the construction. Remember to “Slow for the Cone Zone” as traffic fines are doubled in Construction Zones.

Project Location:
Construction will occur in segments on Bessie Avenue from Grant Line Rd to W 11th Street.
Segment 1 work will occur on Bessie Avenue from Grant Line Road to Lowell Avenue.
Segment 2 work will occur on Bessie Avenue from Lowell Avenue to W 11th Street.
Phased construction will be established to minimize impact to residents.
Local and Emergency Access ONLY during construction.
Construction work will commence work from W. Grant Line Road south on Bessie Avenue and work towards Lowell Avenue. Work will be performed in stages to minimize impacts to the surrounding areas.
Stage 1 road closure signs and barriers are in place from W. Grant Line Road to W. Lowell Avenue to promote safety for residents and affected businesses in the area. Residents will receive door-hanger notifications of upcoming impacts to utilities at least 72 hours in advance of work that would affect service or accessibility for their property.
Residents are asked to park along side streets during construction and adhere to any signage in place to ensure safety. The contractor will notify the directly impacted properties as work progresses south along Bessie Avenue and will work to minimize impacts whenever possible.
Emergency Services will be maintained during construction.
The Contractor will not request to access or work inside your private property (residence, backyard, etc). Residents will see spray-paintedmarkings on the street and sidewalk area along Bessie Ave to confirm underground utility information.
Please note that during inclement weather events, construction activity may be reduced or halted. Work will resume once the event has passed and the area is determined to be acceptable to proceed. The reduction or halt of work is necessary to ensure the successful outcome of the project, and many areas require dry conditions or minimum temperature requirements to ensure work is satisfactorily completed.
Project Impacts:
The primary objective is to ensure the safety and timely completion of these improvements during:
Summer 2023 - Summer 2024
To accomplish this goal, the project will include the following impacts on the surrounding community:
- Phased Roadway Closures
- Minimized Access to Ritter Family Ball Park
- Temporary Utility Shutdowns
