COT Lawn and Turf Removal Rebate Application 2024
Water-efficient irrigation technology can help everyone lower their water consumption, save money, and maintain a healthy and beautiful landscape that reduces pollution, saves water, and cools the environment.
LAWN/TURF REMOVAL AND REPLACEMENT PROGRAM - This program is designed to have homeowners and business owners remove their existing grass and replace it with organic, drought tolerant landscaping. NO SYNTHETIC TURF or NON-PERMEABLE HARDSCAPE will be approved for this program. The program aims to combine lawn/turf removal, irrigation modification/upgrade and rainwater retention or filtration to support the reuse or soil absorption of rainwater. Homes built after 2016 may not be eligible if their existing landscaping is already 2015 Water Efficient Landscape Ordinance compliant.
PROGRAM RULES AND ELIGIBILITY -
Initiating your eligibility for the Lawn and Turf Removal and Replacement Rebate Program - Completion of the following alternative procedures will initiate the process of evaluating rebate eligibility for your pending lawn/turf conversion project. Please see the following steps for details.
1. Read the Lawn and Turf Removal and Replacement Program Terms and Conditions.
2. Photograph the intact lawn area that is identified for conversion.
2. Provide verification of your in-ground spray irrigation system by photographing your sprinkler heads or irrigation valve(s).
3. Provide as an attachment to your email request , a completed Lawn Removal Rebate Application. In the event that you can not provide a high quality, scanned digital document via email, please print and mail the required documentation to the return address that is provided on the rebate application form. Photos of the rebate application will not be accepted. Email or mail the application and both the lawn and irrigation system photos to waterresources@cityoftracy.org or Lawn and Turf Removal Rebate - Utilities Department, 3900 Holly Dr, Tracy, CA 95304.
4. Upon the receipt and evaluation of the requested information, you will receive an email, text or phone call to arrange a pre-inspection of the project. A City of Tracy inspector will conduct a pre-project inspection at the arranged date and time to determine eligibility of the project. Upon completion of the inspection, you will receive an email confirmation of the required rebate eligibility status for your project and a Notice to Proceed, if approved. Please do not proceed with lawn removal prior to receiving your confirmation of rebate eligibility and Notice to Proceed.
5. Once you receive your Notice to Proceed, you will have 6 months to complete your project. Please follow this checklist to make sure you maintain your eligibility. Important - Keep the notification email as you will need to respond to it upon completion of your project.
Finalizing your request for Lawn and Turf Removal and Replacement Rebate - Upon the completion of your lawn conversion project, please provide the following information by responding to the notification email. The following information will initiate the process of verifying your rebate eligibility and processing your rebate application. Please review the following steps, in detail, to ensure that the complete scope of required information is provided.
1. Submit photo-documentation of your completed lawn conversion project that effectively captures the boundaries of the converted area(s).
2. If your irrigation system was converted to a drip system, please provide a photo of the converted irrigation valve assembly.
3. Provide a description of the location of the converted area(s), (front, side, back, etc.) and the corresponding area(s) of completed conversion in square feet.
4. Upon the receipt and evaluation of the requested information, you will receive an email, text or phone call to arrange a post-inspection of the project. A City of Tracy inspector will conduct a post-project inspection at the arranged date and time to determine eligibility of the project. Upon completion of the inspection, you will receive an email confirmation of the required rebate eligibility status for your project and the amount of the rebate, if approved. If not approved, you will be notified of the next steps in order to complete eligibility.
***Please note, after receipt of the above requested information and post-inspection approval, it may take 3-4 weeks to receive your rebate check.

Eligibility Requirements and FAQs Lawn/Turf must still be in place and be irrigated by an in-ground irrigation system. Before removing ANY lawn/turf, submit your application and photos and wait to receive the Notice to Proceed from the City of Tracy by email. Lawn/turf that has already been removed is NOT eligible for a rebate. |
