The City of Tracy is happy to offer to our customers pre-approved plans for multiple designs of Accessory Dwelling Units (ADUs).  These designs vary in size and floorplan options.  These ADU plans streamline the process and reduce preconstruction fees.  All pre-approved ADU Plans can be downloaded from this page.   

GETTING STARTED

• Does your property qualify?
  • Do you have an address within the City of Tracy limits?
    • If you are unsure, please call 209-831-6400 and we will check for you.
  • Does your property allow for an ADU?
    • To verify, contact the City of Tracy Planning Division by calling 209-831-6400 or by emailing Planningadmin@cityoftracy.org
• Contact the Electric Service provider to determine their utility connection requirements. 
• All newly constructed ADU’s are required to have solar.
• If the current home has fire sprinklers, the ADU will also be required to have fire sprinklers.

ADU PERMIT AND PLAN REVIEW PROCESS

•  Permit Process: 
  • Complete the Building Permit Application - Application
    • Contractors must be licensed by the Contractors State License Board (CSLB) and have a current City of Tracy Business License.
      • To obtain a City of Tracy Business License, contact HDL by calling 209-826-1827 or at the following website: Tracy.HDLGOV.com
    • If the ADU is being built as an Owner Builder, the Owner Builder form will need be reviewed and signed - Owner Builder Form
  • Plans:
    • If using City of Tracy Pre-approved ADU Plans-
      • Choose one of the six ADU pre-approved plans provided under the "Documents" tab and download the plan set to your local drive. 
      • Complete all items on the City Pre-Approved ADU Checklist - Checklist

• Other things to expect: 
  • An email from plancheck@cityoftracy.org within 1-2 business days identifying any errors with the submittal or requesting that ONLY the Plan Check Fee to be paid along with directions on how to do so. 
  • The first submittal has a review period of 20 business days. This does not include weekends, holidays, or closed Fridays. 
  • An email from our plan examiners identifying corrections to the plans are needed, or from plancheck@cityoftracy.org that the plans are approved and next steps to complete the permit application.
    • If corrections to the plans are required, follow the Electronic Plan Check Requirements to resubmit. 
  • No work can start without the issued permit and “approved stamped plans”. 
  • Development Impact Fees and School Impact Fees may be assessed on new builds, conversions and additions that exceed a certain square footage.  For questions and information regarding Development Impact Fees please email, veronica.child@cityoftracy.org.  For questions and information regarding School Impact Fees please contact your designated school district.  Tracy Unified School District can be reached by calling 209-830-3245 and Jefferson School District can be reached by calling 209-836-3388. 
  • Once fees are paid, plans are approved, and the permit is signed; the approved stamped plans will be emailed to the Contractor or Owner. Plans must be printed to scale and in color and remain at the jobsite along with the signed permit and inspection record. Then work may begin.

•  Tracking the permit:
  • Once the permit number is assigned, the permit can be tracked through the eTRAKiT portal.
    • Homeowners will create a Public Account. 
    • Licensed Contractors login under the contractor account.
