The City of Tracy’s Engineering Division is updating our seven Infrastructure Master Plans. The purpose of the Infrastructure Master Plans is to guide the City through expanding growth and make sure infrastructure is in place to handle increasing needs and help residents understand City's infrastructure sustainability. The Master Plans are necessary to support the City's General Plan and implement City Council's Strategic Priorities.
The City Council adopted the Parks, Recreation and Trails Master Plan Update on October 4, 2022 and adopted the Public Facilities, Public Safety and Water System Master Plans on April 16, 2024. The City is working on draft updates for the three remaining plans: Transportation, Storm Drainage, and Wastewater. The updated Infrastructure Master Plans help us assess how City infrastructure is performing, and identify current and future improvements. Public Engagement
The City of Tracy City Council will conduct a Public Hearing on Tuesday, October 1, 2024, at 7:00 p.m., or as soon thereafter as possible, in the Tracy Council Chambers, 333 Civic Center Plaza, to consider adopting the Tracy Infrastructure Master Plan Impact Fee Nexus Studies and proposed fees for the four adopted Master Plans and Program Management (Parks, Public Safety, Public Facilities, and Water). The City of Tracy City Council will conduct a Public Hearing on Tuesday, October 15, 2024, at 7:00 p.m., or as soon thereafter as possible, in the Tracy Council Chambers, 333 Civic Center Plaza, to consider adopting an Addendum to the current Impact Fee Nexus Studies for Storm, Wastewater, Transportation and Core Fees. The Addendum will be to convert the current impact fees to a fee per square foot fee. The final documents for Council consideration will be added to this page at least 14 days in advance of the Council Meeting.
Past Public Outreach
The City held a virtual Public Outreach Meeting on the Tracy Infrastructure Master Plan Nexus Study on August 30 at 5:00pm through Webex. Please click here to view the recording of the meeting. The Public Comment period for this document was open from August 8, 2023 through September 19, 2023 and is now closed.

A Bikeway Workshop was held at the Tracy Community Center on May 11, 2022.

News and Events
The Storm Drainage, Wastewater and Transportation Master Plans are anticipated to go to City Council for adoption in late 2024.
