Temporary Emergency Housing Facility
Capital Improvement Project #71112
This low-barrier temporary emergency housing facility project located on 4.8 acres at 370 W. Arbor Avenue is expected to have a 154-bed capacity at full build-out, including wrap-around case management services that include connecting clients experiencing homelessness with health, employment, and housing resources.
Phase I: Site Preparation (Completed October 2022)
Demolition, earthwork, and placement of major underground utilities.
Phase II: Site Improvements – Congregate Housing and Administrative Offices
(Construction RFP Advertisement in Spring 2024)
The project expands on the existing site by adding a sprung structure that can accommodate up to 68 people with temporary bed space. The new structure also includes access to restrooms, showers, and laundry facilities. Other improvements to the site include better roadways, pedestrian pathways, site lighting, shade structures, cameras, fencing, and automatic gates.
Phase III: Expansion with Individual Modular Units (Completed November 2022)
Provides four modular dormitory units for up to 48 individuals, as well as an adjacent City and shelter operations administration structure.
Phase IV: Custom Container Dorms (Completed December 2023)
Includes eight custom container dormitory units, restroom, and shower space to accommodate up to 38 additional individuals.
This project is consistent with the City Council’s adopted Quality of Life Strategy to continue the implementation of the Homelessness Strategic Plan and achieve the goal of completing final site design improvements for Phases III and IV.
